Subtitle Edit is a free editor for video subtitles - a subtitle editor. The source code is freely available too :)

With SE you can easily adjust a subtitle if it is out of sync with the video and much more.

Subtitle Edit (SE) adalah sebuah editor untuk sub judul film – sebuah subjudul editor. Dengan Subtitle Edit Anda dapat dengan mudah mengatur waktu mulai subjudul jika tidak disinkronkan dengan film. Subtitle Edit (SE) ditulis dalam Delphi dan sumber termasuk lengkap
